Southwest Florida roof replacement cost in 2026: Sarasota to Naples
A typical architectural-shingle replacement on a 2,000 sq ft single-story home in Southwest Florida runs about $14,500 to $15,600 in 2026, depending on the metro. Design wind speeds rise from about 147 mph at Bradenton City Hall to 166 mph at Naples City Hall, and permit fees range from about $100 in Cape Coral to several hundred dollars in Collier County.
This page covers Sarasota and Manatee counties, Lee and Charlotte counties, and Collier County (ZIP codes starting 339, 341 and 342). For statewide prices by material, see the Florida roof replacement cost guide.
What does a new roof cost in Southwest Florida?
The table runs our cost model for one example house in each metro: a single-story home with a 2,000 sq ft roof footprint and a medium (5–6/12) pitch, about 23.9 squares of roof surface. A square is 100 sq ft. The model's baseline is Tampa Bay; the metro factor adjusts for local roofer wages and market conditions.
| Metro (metro factor) | Material | Low | Typical | High |
|---|---|---|---|---|
| Sarasota–Bradenton (×1.03) | Architectural shingle | $11,000 | $14,900 | $22,500 |
| Concrete tile (tile to tile) | $20,400 | $25,400 | $37,000 | |
| Standing-seam metal (from shingle) | $22,800 | $29,100 | $40,900 | |
| Fort Myers–Cape Coral–Port Charlotte (×1.00) | Architectural shingle | $10,700 | $14,500 | $21,500 |
| Concrete tile (tile to tile) | $19,800 | $24,700 | $35,300 | |
| Standing-seam metal (from shingle) | $22,100 | $28,200 | $39,100 | |
| Naples (Collier County) (×1.08) | Architectural shingle | $11,500 | $15,600 | $24,000 |
| Concrete tile (tile to tile) | $21,200 | $26,600 | $39,500 | |
| Standing-seam metal (from shingle) | $23,700 | $30,400 | $43,800 |
For comparison, Cape Coral's own permit records put the median declared value of a shingle re-roof at $15,350 (n=1,161, permits applied for January 2025 to October 2026). For your roof size, pitch and material, use the roof replacement cost calculator.
Permit fees, wind speeds and inspections by jurisdiction
Every re-roof here needs a permit from the city or, outside city limits, the county. Wind-borne debris rules apply across all of these jurisdictions, and none of them is in the High-Velocity Hurricane Zone.

Wind speed varies within a city by several mph, and the building department's adopted value for your address governs the permit. Confirm the site-specific number with them or look it up in the ASCE Hazard Tool. In Cape Coral, 160 mph is a commonly cited local design value (unverified).

What is different about permits in each metro?
- Manatee County charges $35 less when you choose a virtual inspection. A Roof Express permit needs no documents before it is issued; a Roof Standard permit needs Florida Product Approvals or Miami-Dade NOAs.
- Cape Coral issues "push-button" permits online for shingle to shingle, shingle to metal and tile to tile. The applicant must be a certified roofing contractor or an owner-builder.
- Lee County asks for a product approval form and pressure table, an engineer's letter when going from shingle or metal to tile, extra items for homes built before 1995 worth $300,000 or more, and a roof inspection affidavit and existing-roof retrofit affidavit before the final.
- Fort Myers: a single-family home worth $300,000 or more that needs a roof-to-wall retrofit cannot get a roof trade permit. The city requires a full building permit pulled by a general, building or residential contractor. Homes built on or after 2002-03-01, homes with documented connectors, and jobs where the retrofit would exceed 15% of the re-roof cost are exempt.
- Collier County requires a Hurricane Mitigation Affidavit "for structures with wood roof decks permitted before September 14, 1993 with an appraised value of $300,000 or more", plus a re-roof affidavit for wood decks. Owner-builder applications are signed in person and notarized by county staff.
Under HB 803, single-family work under $7,500 can be exempt from permits outside flood hazard areas, and inspection fees may no longer be based on total project cost. Whether a small re-roof qualifies is unverified in these jurisdictions; ask before you rely on it. Check any contractor on the state DBPR license lookup.
How old are Southwest Florida homes, and why does it matter?
| Area | Owner-occupied homes | Built before 2000 | Built 2000–09 | Built 2010 or later |
|---|---|---|---|---|
| Sarasota County | 162,776 | 64.6% | 19.3% | 16.0% |
| City of Sarasota | 14,799 | 78.4% | – | – |
| Manatee County | 131,373 | 55.7% | 20.1% | 24.1% |
| Bradenton | 13,635 | 82.1% | – | – |
| Lee County | 243,654 | 52.0% | 31.5% | 16.5% |
| Cape Coral | 64,036 | 47.5% | 36.3% | 16.1% |
| Fort Myers | 18,825 | 36.2% | 31.2% | 32.7% |
| Collier County | 127,058 | 54.4% | 25.6% | 19.9% |
| City of Naples | 8,077 | 70.5% | – | – |
Southwest Florida has a large share of 2000s housing: 36.3% of Cape Coral's owner-occupied homes were built in 2000–09, against 19.4% statewide. That matters for two code rules.
- Deck re-nailing (FBC Existing Building 706.7.1) applies at re-roof to homes permitted before the Florida Building Code took effect in March 2002. It does not apply to homes originally permitted under the Florida Building Code, which covers the boom-era homes built from 2002 on. For the older half of the stock, our model adds about $1,300 to a typical shingle job for re-nailing and extra sheathing.
- The 25% rule (FBC-EB 706.1.1) requires the whole roof to meet current code if more than 25% is repaired or replaced within 12 months. Under §553.844(5), a roof built or replaced under the 2007 Florida Building Code or later is exempt, and only the repaired part must meet code. The 2007 code took effect in March 2009 (date unverified), so original roofs on 2002–2008 homes are still under the full rule. Roofs replaced after Ian in 2022–24 were built to the current code and are exempt. Our roof age and insurance check shows which side your roof falls on.
Home values matter here too. In the wind-borne debris region, a re-roof on a home insured or valued at $300,000 or more can trigger a roof-to-wall connection retrofit, capped at 15% of the re-roof cost (FBC-EB 706.8). Each jurisdiction sets its own construction-date cutoff, as the Lee, Fort Myers and Collier rules above show. With coastal home values in Collier, it likely reaches many homes there (our estimate).
Manatee County re-roof permits by year
Unincorporated Manatee County issued 52,951 residential re-roof permits from 2017 through October 11, 2026. Volume roughly tripled from 3,297 in 2018 to 10,232 in 2025, with a step up in 2024, the year of Debby, Helene and Milton. The cities, including Bradenton, run their own building departments and are not in these counts.
The Manatee County roof permit study has the full counts and method.
How did Ian, Helene and Milton hit Southwest Florida?
- Ian (September 2022) made landfall on Cayo Costa on September 28 as a Category 4 with 130-knot winds, then again near Punta Gorda. Surge reached 10–15 ft above ground on Fort Myers Beach, where about 900 structures were destroyed. In Lee County, at least 52,514 structures were affected, 5,369 destroyed and 14,245 with major damage. Collier had 33 buildings destroyed and more than 3,500 with major damage. The National Hurricane Center puts Ian's U.S. damage at $112.9 billion, $109.5 billion of it in Florida.
- Helene (September 2024) made landfall in the Big Bend but pushed 5–7 ft of surge above ground from the Anclote River to Longboat Key, where the storm tide reached 6.68 ft above mean higher high water, and 4–6 ft from Venice to Englewood.
- Milton (October 2024) made landfall on Siesta Key on the evening of October 9 (00:30 UTC October 10) as a Category 3, with surge of 6–9 ft above ground from Venice to Boca Grande and about 10 ft at Manasota Key. Farther south, surge ran 3–5 ft from Bonita Beach southward.
Many Lee and Charlotte County roofs were replaced after Ian, so a good share of roofs there are only a few years old (our estimate; no roof-only permit count is published). For homes in a flood zone, Lee County's substantial-damage review compares storm repair costs with the building's value, and a large repair can bring the whole house under current flood rules.
Does roof age affect insurance here?
Yes, roof age is one of the first things Florida insurers look at. The Florida roof insurance rules guide explains the state's 15-year roof rule, Citizens' age thresholds and how roof age is counted. Your policy terms control.
